This Program is totally free to join and you can choose your favourite topics when you are signed up for this program, so that you will receive paid Emails related to those favourite topics.

They claim they will send you all paid Emails each worth 50 USD! Minimum payout is 30000 USD for free members, 10000 USD for upgraded low members, 5000 USD for upgraded medium member and finally there is no minimum payout for upgraded highmember. For the first 7000 members, they are offering a 1000 USD Signup Bonus!

There's also a $150 Referral Bonus. For example, You click 10 ads per day = $500, 5 referrals from 1st level click 10 ads per day = $300, 10 referrals from 2nd. level click 10 ads per day = $350, and your daily earnings = $1150, Your weekly earnings will be $8050, Your monthly earnings = $35650.

Obviously, this program sounds too good to be true as the business model is based only on paid advertisement. No advertiser will pay such a high price and therefore this program is definitely a scam. You can see that the main motive of this program is to get more people.
